Suzhou Industrial Park:Forerunner of green development among China's development zones

Suzhou Industrial Park, founded in 1994, is a significant joint project between the Chinese and Singaporean governments. Developed over the course of 19 years, its key indicators of economic development have recorded an average annual increase of approximately 30%. In 2012, the regional output value of the Park totaled RMB 176 billion, up by 10.8% year over year; actually utilized foreign investments increased $1.90 billion; while total imports & exports reached $79.3 billion. The park is competitive in terms of integrated circuits, LCDs, machine parts manufacturing, outsourcing of software and service, biological medicine, new materials and new energy. It has topped "the most competitive development zones in China"for many years and ranks 2nd in terms of the comprehensive development indicator.


Incubator


Suzhou International Science Park

Suzhou International Science Park (SISPARK),located in the southwest of SIP, is the National Scientific & Technological Enterprise Incubator,National Software Industrial Base, National Animation Industrial Base, National Overseas Highend Talent Innovation and Venture Base, China Offshore Software Engineering Project Pilot Base, and Suzhou Entrepreneur Center for Returned Overseas Chinese Students, as well as the only backbone unit of "China Service Outsourcing Demonstration Base". SISPARK has formed four characteristic industrial clusters, namely, software development, integrated circuit design, digital entertainment and industrial application of high and new technologies, while establishing relatively mature public technological platforms.


China Suzhou Innovation Park

China Suzhou Innovation Park is a national incubator for scientific and technological enterprises. Since its foundation, the Park has established industrial clusters such as integrated circuit design, electromechanical equipment, biotechnology, digital commerce, and service outsourcing. Since 2007, it has introduced 12 professionals of various levels and industries in innovation and venture. Among them, six have been introduced through the national Recruitment Program of Global Experts, and eight are Suzhou entrepreneurs and experts.

Suzhou National Environmental New & Hi-tech Industrial Park(NEP)

Suzhou National Environmental New & Hi-tech Industrial Park(NEP), situated in the Suzhou New District and founded in 2003, is a national environmental protection new & hi-tech park approved by the State Environmental Protection Administration of China. It is a professional park for the cluster of EP companies, exchange of Ep information, training of EP knowledge, demonstration of EP products and services of EP technology. It involves several key industries associated with environmental protection, including water and air pollution control equipment, solid waste disposal equipment, wind and solar power equipment, and technology and battery repair.


Adequate and Well-developed Facilities


In recent years, in the process of inviting investment and service enterprises, Suzhou has formulated an investor-oriented philosophy, which gives priority to cutting the business and transaction costs of enterprises and creating a safe environment for investment. While striving to provide services to enterprises before, during, and after investment, Suzhou has formulated a system of reliable and welldeveloped service facilities.


I Liberal Financing Environment


The National Venture Capital Community of the Recruitment Program of Global Experts, the first national comprehensive investment and financing platform for this national program, was established in Suzhou Industrial Park and is designated to create an "Eastern Silicon Valley". In 2012, there were 605 financial agencies in Suzhou, with capital of RMB 2.7 trillion, up by 400 billion year by year. The number of registered venture capital investment agencies reached 109, with RMB 26 billion in capital. The total management of venture capital investment agencies reached RMB70 billion, which demonstrates strong support for development of professionals.


II Ideal Environment for Academic Research


In recent years, Suzhou has been accelerating cooperation with famous universities and colleges both abroad and at home, and the transition from research and studies into products. 11 renowned institutes such as Suzhou, China University of Science and Technology Institute, and Suzhou Research Institute of Renmin University, several international universities such as Xi'an Jiaotong-Liverpool University, George Washington University and Duke Kunshan University, research centers with international fame such as the Cold Spring Harbor Laboratory, Wawei Institute, and Search Technology Center Asia of Microsoft, have settled in Suzhou. Additionally, Suzhou has hosted a dozen conferences and forums at the national or international level, such as PepCon, Lake Shore Forum, and Dushu Lake Financial Summit.


III Rich Human Resources


In 2012, Suzhou attracted 142,000 experts in various fields. The number of experts in Suzhou has surpassed 1.78 million, of which 110,000 are high-level experts. It topped the list of prefecture-level cities with a total of 105 experts included in the Recruitment Program of Global Experts. Additionally, with 301 experts chosen as Jiangsu High-Level innovators or entrepreneurs, it again topped the list of cities within Jiangsu Province. Two persons were chosen as experts of Recruitment Program of Foreign Experts. Suzhou has been the first-choice place for high-level experts by staging characteristic expertattracting activities such as Suzhou Venture Week for International Elites, "Win in Suzhou" International Elites Innovative & Entrepreneurial Contest, and Kunpeng Project.


IV Sound Intellectual Property Rights Protection System


Suzhou is the first prefecture-level city throughout China to establish an intellectual property rights court and the first city in Jiangsu Province to set up a specialized bureau of intellectual property rights. With the adoption of local regulations such as Suzhou Patent Promotion Regulations and Suzhou Famous Brand Recognition and Protection Procedures, the intellectual property rights protection system in Suzhou is ever improving. The transaction and transformation of technological achievements is flourishing in Suzhou. It has also successfully hosted two China International Patent and Brand Exhibitions and a national patent exhibition and transaction center has been established. In 2011, a Jiangsu Patent Examination Cooperation Center of SIPO was established in the Suzhou High & New Technology Development Zone. In the same year, Suzhou topped the list of all large and medium-sized Chinese cities for the number of patent applications and patents granted which reached 140,000 and 98,000.


Internationalized Living Environment


Suzhou has adopted a residence permit system for overseas experts and formulated regulations concerning material benefits for high-level personnel. High-level professionals who are not of Suzhou origin can enjoy citizenship benefits and high-level professionals chosen by the provincial or national experts projects can enjoy benefits in a wide range of areas such as health care, housing, travel abroad, social insurance, children's education, driver's license, etc.

Individuals living abroad can access the online service (www.szgacrj.com) to make an appointment for visa service. When their visa is close to expiring, experts living in Suzhou will be notified via phone call or text message from associated offices.


II Abundant International Education Resources


Suzhou has 4 international schools accepting children of expatriate families, with a total enrollment of about 2,800 students. Suzhou Dushuhu Science and Teaching Innovation Zone has been designated as an international development center of high-level education by the Ministry of Education.


Suzhou Singapore International School


Suzhou Singapore International School (SSIS), approved by the Ministry of Education, accepts children of expatriate families. Established in June 1996, SSIS is a member school of the International Baccalaureate Organization (IBO Organization) and is among the six international schools that offer full IB education. It is also the largest international school in Jiangsu. It serves the educational needs of expatriate students from Nursery to Grade 12 in Suzhou and its neighboring areas. There are 1200 students and 130 foreign teachers from over 30 countries. In 2008, through SSIS's consistent efforts, the school achieved various accreditations from professional international and home education authorities, such as the Council of International Schools (CIS), the New England Association of Schools band Colleges (NEASC), National Center of Curriculum and Textbook Development Center etc. It is the only school in Suzhou which has received these three certifications.


Dulwich College Suzhou


Dulwich College Suzhou opened its doors to its first students in August 2007 on a brand new campus on Suzhou's east side. It is the first Dulwich College China School founded in partnership with a Chinese school (Suzhou High School, Suzhou Industrial Park Campus). This partnership provides students and faculty with unique opportunities for cultural exchange through joint co-curricular activities and workshops. Dulwich College Suzhou currently caters to students from Toddler to Year 13 (ages 2 to 17), and has an enrolment of 800 students representing over 37 different nationalities. The College focuses on three core areas: academic excellence; commitment to sport; and the promotion of the arts, music and drama. In addition, its close ties with its sister schools in Shanghai and Beijing provide it with further access to resources and experiences here in China.


Suzhou EtonHouse International School


Suzhou EtonHouse International School opened in 2003 in the Suzhou New District. In September 2008 the school relocated to a brand new, purpose-built campus in the Suzhou Science and Technology Town, with a land area of approximately 3 hectares and a built-in area of 13,800 square metres, which includes excellent sports facilities such as an indoor heated swimming pool, spacious classrooms, excellent art, science and music facilities, large auditorium, gymnasium, basketball courts, tennis court, and a synthetic grass sports field. EtonHouse Suzhou is a fully authorised International Baccalaureate (IB) Primary Years Programme (PYP) and Middle Years Programme (MYP). Our Senior Years programme offers the Advanced Placement International Diploma (AP) and the EtonHouse High School Diploma. It offers classes from nursery to Y13 (ages 2 to 18).


Xi'an Jiaotong - Liverpool University (XJTLU)


Xi'an Jiaotong - Liverpool University (XJTLU) is a new international university jointly founded by Xi'an Jiaotong University China and the University of Liverpool UK as a joint venture. There are currently 23 degree programs in the fields of science, engineering, management and culture and all are taught in English except for general & basic courses. XJTLU upholds the same high standards as worldfamous universities in hiring faculty members. It currently has over 400 academic staff, 80% of them holding foreign nationality. In 2011, XJTLU began to cooperate with international head hunting companies to hire top-notch talents from all over the world. For instance, Professor David O' Connor, President of British Society for Proteome Research has joined XJTLU as a full-time member.


III Excellent International Medical Care and Health Services


There are 3038 hospitals and clinics throughout Suzhou, with 446,600 beds and 20,800 doctors. Foreigners can get service at 4 Chinese-foreign joint ventured hospitals such as Jiulong Hospital and Zong Renqing Hospital at Kunshan. The Hospital of Suzhou University and Suzhou Municipal Hopital provide service for foreigners.


Suzhou Kowloon Hospital


Kowloon Hospital, located in Suzhou Industrial Park (SIP) and affiliated with Shanghai Jiaotong University, offers high-quality services with standards that are similar to the West. It contains a special outpatient department for foreigners and VIP zones. Some staff can speak English, French, Japanese and Korean, and most nurses can converse in English.


IV BANK


Most international banks, such as HSBC, LEE: STAN, DSB, SMBC, and Woori Bank, have set branches in Suzhou. It's easy convenient for foreign experts to exchange currency. Bank of China has affiliates in more than 30 countries. HSBC provides online currency exchange services 24 hours a day. ATMs with a currency exchange function are located in Crowne Plaza at Suzhou Industrial Park.


V Driver's Licence


Foreigners, people from Hongkong, Macao and Taiwan, and those Chinese returning from overseas, can apply for a Chinese driver's license by producing valid visas and residential or working certificates. Examinations are offered in five languages—English, French, Japanese, Russian and Spanish.
